The Cypriot economy is expected to maintain steady growth rates, with GDP rising by 3.5% in 2025 and stabilizing at around 3% during the 2026–2028 period. Inflationary pressures are expected to remain subdued, with the Harmonized Index of Consumer Prices (HICP) ranging between 0.8% and 2.2%, while core inflation is estimated to be around 1.8%–1.9%. Tourism

The tourism sector showed impressive growth in 2025, with arrivals and revenue reaching record highs since 2001. Specifically, revenues from tourism in 2025 reached record levels increased by approximately 12.8% compared to 2024, while arrivals reached 4.5 million, marking an 8.8% increase year-on-year. At the same time, per capita spending increased by 3.8%, recording a slightly higher change compared to previous years.

Households & Average Earnings

The average household size declined from 3 persons in 2005 to 2.5 in 2024, contributing to an increase in the number of households and supporting housing demand. At the same time, following the correction during the 2013–2016 period, the average monthly salary has recorded a steady upward trend, with notable acceleration from 2021 onwards. The increase in earnings has enhanced purchasing power and further supports housing demand. The combined effect of demographic expansion and rising incomes creates strong underlying conditions for sustained housing demand, with particular emphasis on smaller and functionally designed residential units.

Loans & Deposits

New mortgage lending has shown pronounced cyclicality over the past decade, with a marked slowdown in 2020 and a correction in 2023, before rebounding strongly in 2025. It should be noted that, during this period, inflationary pressures and rising interest rates also weighed on borrowing activity and mortgage demand. Specifically, new mortgage loans increased by 23% year-on-year in 2025, reaching €1.338 billion, while total new lending rose by 18%. At the same time, the banking system continues to benefit from a strong deposit base, with deposits following an upward trend over time, while total loans have broadly stabilized following the deleveraging period.

Interest Rates

The trend in interest rates and lending activity in recent years has shaped a decisive framework for the real estate market. Following the sharp rise in interest rates during the 2022–2023 period, both mortgage rates and deposit rates declined in 2025, with the variable mortgage rate standing at 3.79% and the average term deposit rate at 1.0% in the fourth quarter. At the same time, the 23% increase in new mortgage loans in 2025 and the banking system’s strong deposit base indicate an improvement in financing conditions.

However, given the recent geopolitical developments in the Middle East there is a degree of uncertainty in the macroeconomic environment, potentially influencing inflationary pressures, monetary policy decisions, and consequently the trajectory of interest rates in the near to medium term.

Non-Performing Loans (NPL) & Restructurings (DFAS)

Since 2017, non-performing loan (NPL) ratios have declined significantly, reflecting the consolidation of the banking system. Increased restructuring activity during the 2017–2020 period contributed substantially to the reduction in non-performing loans, while in recent years both NPLs and restructurings have stabilized. A significant portion of the decline is linked to portfolio sales.

Building Permits

Since 2013, construction activity has been on a recovery trajectory, with an increase in building permits and housing units during the 2016–2019 period and relative resilience after 2020. The sharp acceleration in 2024–2025, particularly in housing units, indicates an increase in planned housing supply and improved investment expectations in the market.

Construction Production & Prices

Construction output has been on an upward trend since 2015, with positive growth rates were observed in 2024–2025 also. Construction prices and material costs rose sharply in 2021–2022 and have since remained at high levels, with mild fluctuations and a marginal decline in Q3 2025. Overall, the sector remains resilient despite increased costs. However, recent geopolitical developments in the Middle East are expected to exert upward pressure on energy costs, particularly oil prices, which may in turn lead to increases in construction and material costs, potentially affecting overall project viability and pricing levels in the short to medium term.

Number and Volume of Total Transactions

The real estate market experienced a strong upward trend from 2014 to 2019, with a gradual increase in both the number of sales and the volume of transactions. The temporary decline in 2020 due to the pandemic was followed by a strong recovery in 2021–2023, with transaction volume more than doubling compared to 2019 levels and reaching €6.9 billion in 2023. In 2024, the market stabilized, while in 2025 it returned to a dynamic trajectory, with 29,845 sales and a volume of €7.9 billion (+15.4% annually), setting a new all-time high in transaction value.

Total Transactions By Property Type

The market has historically been dominated by residential properties, both in terms of transaction volume and value, with a particularly sharp acceleration after 2021 and new all-time highs in 2022–2025. Land has also shown a strong increase in value since 2021, reflecting increased investment and development activity. Commercial real estate exhibited greater volatility, with a noticeable increase in value during the 2022–2024 period.

Total Residential Transactions (Type)

The residential real estate market has seen a sharp rise since 2021, with apartments now becoming the dominant type of housing compared to single-family houses, mainly due to their greater affordability. Despite seasonal fluctuations, transaction volume and value remain at high levels since 2022, indicating sustained and strong demand for residential real estate.

Total Residential Transactions (District)

The changes indicate that the market is strengthened primarily in Larnaca, Paphos and Famagusta, while Nicosia is also recorded growth, but at a more stable rate. In contrast, Limassol presented a more moderate performance compared to the other districts. Nevertheless, at an overall level (including land, commercial properties, etc.), Nicosia and Limassol continued to account for the highest number of transactions, while Limassol stood out as the district with the highest transaction value. Overall, market growth appears to be more broadly distributed across Cyprus.

Median Declared Prices for Houses by District in 2025

Limassol consistently recorded the highest prices across all size categories, confirming the distinct and premium nature of its market, while Paphos also exhibited elevated price levels, particularly for larger properties, likely reflecting increased demand for high-end residential units. In contrast, Nicosia presented more moderate and relatively uniform price levels, primarily driven by domestic demand. Larnaca and Famagusta operated at intermediate levels, displaying greater variability across different property sizes.

Comparison of Asking Prices and Sale Prices for Houses

The comparison between declared, accepted and asking prices indicates a clear divergence between the levels at which transactions are concluded and sellers’ expectations. In 2025 asking prices were significantly higher across all districts, particularly in areas such as Limassol and Paphos, reflecting strong demand and heightened investment expectations. In contrast, Nicosia exhibited a more limited deviation, consistent with a more balanced and domestically driven market. It is noted, however, that the comparison is also influenced by the composition of the data, as Land Registry sales primarily relate to resale properties, due to the lack of available data for new units. By contrast, asking prices include a substantial proportion of new or under-construction properties, which tend to be priced at higher levels, thereby exerting upward pressure on median values.

It should be noted that the observed divergence between asking and transaction prices may also be influenced by differences in the structure of the underlying data. Specifically, median transaction prices are based on properties within a defined floor area range (121–180 sq.m.), whereas asking prices relate to properties classified by the number of bedrooms (three-bedroom units), without a direct reference to floor area.

Median Declared Prices for Apartments by District in 2025

The analysis indicates that the highest median prices per sq.m. were primarily observed for smaller apartments, confirming stronger demand for more affordable units. Limassol clearly stood out as the most expensive market across all size categories, maintaining elevated price levels even for larger properties (typically seafront apartments in high-rise developments). Pafos followed with relatively high price levels for small and medium-sized units, while Nicosia reflected a more balanced, domestically driven market. Larnaca and Famagusta operated at lower price levels, exhibiting a clear downward trend in prices as property size increased.

Comparison of Asking Prices and Sale Prices for Apartments

The ranking of the districts differs between sales and asking prices, indicating variations in the composition of the supply. For example, while Larnaca recorded the lowest median price in resale transactions, it ranked higher in asking prices, a fact that is likely linked to the increased presence of new or under-construction apartments in the market. These units tend to be priced at higher levels, pushing median prices upward.

Residential Transactions of New Dwellings (Type)

Regarding transactions involving newly constructed residential units, apartments continued to dominate over single-family houses, both in terms of number and total transaction volume. However, single-family houses showed higher growth rates between 2024 and 2025. This trend does not necessarily indicate a shift in demand preferences but may be influenced by the nature of the transactions and the higher sales prices of single-family houses, which amplified the changed in total volume.

Residential Transactions of New Dwellings (District)

Sales of new residential units showed a strong increase, particularly in Larnaca, Pafos, and Famagusta, where there was a significant rise in both the number and volume of transactions. Nicosia was also on the rise, but at a more balanced pace. In contrast, Limassol showed a more subdued picture compared to the other districts.

Residential Asking Rent (Houses and Apartments) by District

An analysis of asking rents revealed significant variations across the districts, with Limassol recording the highest levels for both apartments and houses, confirming its role as the most dynamic rental market. Apartments command higher prices per square meter compared to houses, reflecting the greater demand for smaller and more affordable units. Nicosia had lower rent levels, a factor consistent with the more domestic and stable nature of its market. At the same time, the significantly higher number of listings for apartments indicated that they are the dominant product in the rental market.

Land Transactions

Since 2020, there has been an increase in both the number of land transactions and the volume of sales (Declared Prices). In previous years, an increase was observed in the third quarter of 2017—a period prior to the imposition of VAT on plots of land, residential, and industrial parcels. Over time, residential and agricultural land have accounted for approximately 75%–80% of all land transactions.

Foreign Buyers

Foreign buyers and investors play a significant role in the Cyprus real estate market. Paphos and Limassol attract the largest share of buyers, but Larnaca is now emerging as a dynamic new investment destination. In 2025, there was a decrease in foreign buyers in terms of transfers, by approximately -5.7%, while, conversely, sales contracts showed an increase of around 12%. This discrepancy may indicate a shift in foreign buyers’ interest toward properties under development or new constructions, which are primarily recorded in sales contracts rather than directly in property transfers.

Residential Price Indices

The residential real estate market in Cyprus follows a cyclical pattern over time, with a cycle duration estimated at approximately 12–15 years. During the recession phase, significant price corrections are recorded, while during the recovery phase, correspondingly sharp increases are observed. The available residential property price indices (CYSTAT, Central Bank, RICS, and Neapolis Property Index) indicate that the market reached its lowest point around 2015, followed by a prolonged upward trend that continues to this day.

Given that the recession occurred in 2015, it is estimated that the market is now in the mature stage of the upward cycle, approaching its peak, with growth rates likely to slow in the coming period.

Government Bonds as a benchmark of Discount Rate

The vast majority of investors calculate the discount rate in an investment model using government bonds as the risk-free benchmark. Economic uncertainty amid the war in the Middle East is expected to push Cypriot bond yields higher. In the last quarter of 2025, the yield on 10-year bonds stood at 3.04%, while in the first quarter of 2026 it reached 3.50%.
